After practicing in Portland, Oregon for several years, Charles A. “Chark” Sinsel joined Steptoe & Johnson in 2007 and practices in the firm’s Clarksburg office.  He concentrates his practice in the areas of health care, corporate law, business transactions, contracting and employment law.

AREAS OF CONCENTRATION

Health Care
Mr. Sinsel assists clients with business transactions, regulatory compliance, medical staff issues and other health care related matters involving providers, institutions and health plans.  

Contracts
Mr. Sinsel represents health care providers including physicians and hospitals in the formation of business entities, structuring of business arrangements and preparation and review of contracts, including professional and management service agreements, employment agreements, and health plan agreements.

PROFESSIONAL ASSOCIATIONS

Mr. Sinsel is a member of the West Virginia State Bar, the United States District Court for the Southern District of West Virginia, the Oregon State Bar and Washington State Bar Associations.   He is a member of the Oregon State Bar Health Law Section, serving as Chair.  Mr. Sinsel is a member of the American Bar Association and the American Health Lawyers Association. 

EDUCATION

Mr. Sinsel received his law degree from Williamette University College of Law in 1997.  He received his undergraduate and masters degrees from West Virginia University. 

REPRESENTATIVE EXPERIENCE

Represented health care providers in the formation of professional entities, structuring of business arrangements and negotiated agreements between health care providers, hospitals and health plans.

Represented clients in the sale of commercial real estate and assets, as well as in the purchase of land and construction of new facilities. 

Represented clients in leasing of commercial office space and equipment. 

Represented the Oregon Medical Association in reviewing and drafting legislative proposals and initiative petitions on health care related issues, as well as commenting on and serving on work groups to draft and/or revise administrative rules proposed by various health care related boards and agencies.
