George Carenbauer concentrates his practice in governmental affairs, administrative law, appellate law, and immigration. Mr. Carenbauer has extensive experience in governmental matters. From 1977 to 1985, he served as legal counsel to Governor John D. Rockefeller, IV. Subsequently, he moved to Washington, D.C. where he served as counsel to Majority Leader Robert C. Byrd on the U. S. Senate Judiciary Committee from 1987 to 1989. He later served as counsel to Majority Leader George J. Mitchell on the U. S. Senate Democratic Policy Committee from 1989 to 1991.

Governmental Affairs
Mr. Carenbauer has been a registered lobbyist for several years and has represented various interests before the West Virginia Legislature and state administrative agencies.

Administrative Law
Mr. Carenbauer has represented various businesses and organizations before the West Virginia Legislature and state administrative agencies.

Appellate Law
Mr. Carenbauer has represented governmental and private entities before the West Virginia Supreme Court of Appeals.

Among other things, he successfully argued that the state's previous rulemaking process was unconstitutional.

Immigration Law
Mr. Carenbauer serves as the Immigration Law attorney for the firm's International Law practice. In this position, he provides international businesses with knowledge of immigration law to help expedite the immigration process for their employees and families. Mr. Carenbauer keeps current on immigration issues as a member of the American Immigration Lawyers Association. PROFESSIONAL AND CIVIC ASSOCIATIONS

Mr. Carenbauer was the State Chairman of the West Virginia Democratic Party from 1994 to 1996. He served as the West Virginia Campaign Manager for President Bill Clinton in both 1992 and 1996, and formerly served as chairman of the Governmental Affairs Committee of the West Virginia Chamber of Commerce. He currently serves as Co-Leader of the West Virginia Alliance for Civil Justice Reform. A member of the West Virginia State Bar, he is also a permanent member of the Fourth Circuit Judicial Conference. He is a frequent speaker before civic and other organizations and is author of "Capitol to Capitol," a monthly column in the State Journal, the state's leading business publication.  Mr. Carenbauer is also recognized in The Best Lawyers in America in the field of government relations law.

EDUCATION

Mr. Carenbauer received his law degree from Georgetown University Law Center, where he was an editor of Law and Policy in International Business, an international law journal. He received his undergraduate degree in international affairs from the Georgetown University School of Foreign Service.

Mr. Carenbauer also served as a military police sergeant in the U. S. Army in Vietnam.
