Governmental Contracting
Mr. Hanlan is the coordinator of the firm's Government Contract Law Practice. He was the first attorney in West Virginia to receive a Continuing Education Certificate in Federal Government Contracting from West Virginia University's Department of Continuing Education with graduate work in Government Contract Management, Government Automated Data Processing and Telecommunications Contracting, Accounting and Financial Management of Government Contracts, Government Contract Pricing, Competitive Proposals Method of Government Contracting and Government Subcontracting. Mr. Hanlan has served as faculty member for WVU's Federal Government Contract Series of graduate seminars. He is a member of the American Bar Association's Public Contract Law Section and the Northern West Virginia chapter of the National Contract Management Association. His work includes:
Estate Planning and Administration
Mr. Hanlan represents clients in estate planning and estate and trust administration matters to include:
Land Use Planning and Zoning Regulation
As legal counsel for the Harrison County Planning Commission, Mr. Hanlan regularly deals with interpretation and enforcement of zoning, building permits, subdivision planning, flood plain management, salvage yard codes, ordinances, and regulations.

PROFESSIONAL AND CIVIC ASSOCIATIONS
Mr. Hanlan is a member of the American Bar Association and its Real Property, Probate and Trust, Public Contracting and Law Practice management Sections. He is also a member of West Virginia State Bar's Probate Law Committee. He also authored the legislation which became the 1989 West Virginia Computer Crime and Abuse Act and was a member of the firm's committee which supervised conversion of the word processing equipment to a PC-based system in 1987-88.
He is a member of the Harrison County Chamber of Commerce, the Clarksburg Rotary Club, the Board of Directors of the Harrison County Housing Authority and President of the City of Clarksburg's Planning & Zoning Commission. In addition, he is Chairman of the Board of Directors of the Clarksburg Art Center and a Founder of the Community Arts Partnership in Education (CAPE) a voluntary coalition of the Harrison County Board of Education and all major county cultural groups.
EDUCATION
He received his law degree from Florida State University, graduating cum laude. During law school, he drafted legislation for the Florida Senate and clerked for the Florida Supreme Court. He received his undergraduate degree at West Virginia University, graduating cum laude with a major in English and a minor in psychology.
